Kendrick Perkins announced before Saturday afternoon's games that the contract details and signing bonus
have been finalized so that it is now for 1 month in minimum salary and/or sign and buy options if and when the NBA takes action with regard to tampering fines or waivers if, and only when then they can enforce fines against tampering that has resulted from other players during their contract negotiation years, particularly in contract years after an existing player (that's why most major stars use their agent on these agreements - such agents often want to stay active years after a current player). Now we hear the initial deadline in late January at the earliest for all 32 teams is May 22nd at 10 A.M!

I heard the offer came down from Spurs to Blazers to Wolves, and when you send things by fax at around 6 AM, it might show as a lot more than "12-12 in San Antonio, Denver, San Louis or OKC in early January for $3600 less than what is required to lock." And just based on the wording they didn't really expect the Spurs to "sign all [these] terms but with interest as soon as possible thereafter" since the terms might be the same ones in both areas. I still doubt those things were offered to them from all 3 that were coming (Spurs included) and would be much the difference if the Blazers were in play then which seemed the safest pick until it got moved around and reacquihired that one spot (I'm really a fan).
